On March 1, 2022, the Supreme People's Procuracy coordinated with Bureau of International Narcotics and Law Enforcement Affairs (INL), the US Embassy in Viet Nam to organize a training course on "Online Crime Investigations".
Attending the opening of the training workshop were Mr. Nguyen Quang Dung, Deputy Prosecutor General of the Supreme People's Procuracy; representative leaders of the Departments, Institutes under the Supreme People Procuracy of Viet Nam; Mr. Thomas Lyons, Director of INL Program in Viet Nam; Mr. Michael Allan, National Attaché, US Department of Homeland Security Investigations; US experts and representatives of some provinces and cities’ People's Procuracy.
Speaking at the opening of the training workshop, Deputy Prosecutor General of the Supreme People's Procuracy, Mr. Nguyen Quang Dung said that cybercrime is a the new types of crimes that have appeared in Viet Nam in the past decade, but with the explosion and development of the industrial revolution 4.0, especially the Internet, has made this type of crime increase rapidly.
In the context of the worldwide outbreak of the Covid-19 pandemic, the closure of borders between countries has caused travel and trade to become stagnant. Social distancing and the increasing of working online are also opportunities for criminal groups to thoroughly take advantage of cyberspace for criminal activities, in which, the typical types of offenses are: sabotage computer systems by spreading malware; stealing victims' credit cards and bank accounts information; illegally appropriating and using computer resources; violating intellectual property rights; extortion; gambling; using computers and social networks to defraud property appropriation; prostitution; human trafficking; drug trading...
According to Mr. Nguyen Quang Dung, Deputy Prosecutor General of the Supreme People's Procuracy, the key to success in the fight against cybercrime is active information sharing, and increased cooperation among law enforcement agencies around the world. Therefore, strengthening international cooperation in order to learn and share experiences in criminal investigation and prosecution skills with developed countries in criminal science and technology, especially digital investigation, including the United States, is a task valued by the Supreme People's Procuracy of Viet Nam.
In order for the training workshop to achieve the effective goals setting, the Deputy Prosecutor General of the Supreme People's Procuracy requested the participants of Viet Nam to pay attention to, actively speak out and share any difficulties, problems, or practical experiences they've been through in the process of investigating, prosecuting and adjudicating cases related to cybercrime. Thereby, at the end of the training workshop, each attendee can draw a good practical experience in the process of investigating and prosecuting cases related to cybercrime in order to effectively combat this type of crime.
The training course is scheduled to take place in 4 days with the following topics: Definition of cybercrime; types of cybercrime; types of electronic evidence; location of electronic evidence; cybercrime investigation steps; cyber and resource crime.
