Enhancing the effectiveness of cooperation between the Supreme People's Procuracy of Viet Nam and the General Prosecutor's Office of the Russian Federation

Within the framework of the visit, on the morning of June 14th, 2023, the Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Le Minh Tri and the Prosecutor General of the General Prosecutor's Office of the Russian Federation, Mr. Igor Krasnov had a meeting at the headquarters of the General Prosecutor's Office of the Russian Federation. At the meeting, the Prosecutor General of the Supreme People's Procuracy of Viet Nam expressed his pleasure to be able to meet his colleagues of the General Prosecutor's Office of the Russian Federation again; thankful for the warm and thoughtful welcome to the Vietnamese delegation; emphasizing that Viet Nam always attaches importance to the traditional friendship and multifaceted cooperation with the Russian Federation; He affirmed that the Vietnamese people always remember the sincere help that the Russian people have given to Viet Nam in the cause of national liberation, reunification and construction.

The two sides reviewed cooperation activities within the framework of the 3-year cooperation program for the period of 2023–2025 signed between the two agencies in October 2022 in Hanoi; after that, discuss the proposed activities that will be implemented in the near future. The Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Le Minh Tri thanked the Prosecutor General of the Russian Federation, Mr. Igor Krasnov for his willingness to support long-term training for students and short-term training for officials and prosecutors of Viet Nam, he highly appreciate the contents that the Russian side has taught in Viet Nam; At the same time, it is proposed that the two sides continue to discuss the development of a long-term training program for Vietnamese students in order to creating more favorable conditions for Vietnamese officials, prosecutors and students to study at the University of the Prosecutor's Office of the Russian Federation.

In addition, in the context of the crime situation in general, especially cybercrime, is becoming more and more complicated, which is a challenge for the law enforcement agencies of every country in the world, The two sides will continue to select cooperation contents of mutual interest to exchange experiences to improve the effectiveness of combating transnational crime. At the meeting, The Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Le Minh Tri also expressed his thanks to Mr. Igor Krasnov for inviting the Supreme People's Procuracy of Viet Nam Delegation to attend the 26th Saint Petersburg International Economic Forum taking place in Russia; Appreciate the significance as an important event in the field of global economy and business of the Forum.

Expressing the honor to receive the Delegation of the Supreme People's Procuracy of Viet Nam led by Mr. Le Minh Tri, Mr. Igor Krasnov, the Prosecutor General of the Russian Federation recalled the memories of the visited and worked in Viet Nam on October 2022. Mr. Igor Krasnov, the Prosecutor General of the Russian Federation affirmed that the Russian Federation considers Viet Nam a reliable partner that they willing to discuss current topical issues, highly appreciated the positive cooperation results achieved by the two countries, and at the same time,  expressed interest in sharing experiences with Viet Nam.  Prosecutor General Igor Krasnov believes that meetings and exchanges of delegations at all levels will help strengthen cooperation between the two countries in the coming time. Russia is willing to share its experience in crime prevention and crime forecasting with Viet Nam. Regarding Viet Nam's proposal related to training, Mr. Igor Krasnov affirmed that he will work with Russian authorities to study carefully and soon have appropriate solutions, creating more favorable conditions for Vietnamese students and officer to study in Russia.

At the end of the meeting, The Prosecutor General of Viet Nam, Mr. Le Minh Tri and the Prosecutor General of the Russian Federation, Mr. Igor Krasnov signed a new cooperation agreement document, marking a new development in the cooperation relationship between the two agencies and will be the legal basis for substantive coordination activities in the coming time. At the signing ceremony, the two sides expressed their determination to effectively implement the contents of the document, contributing to fostering the long-standing traditional friendship and comprehensive strategic partnership between Viet Nam and the Russian Federation.

On the same day, the Delegation of the Supreme People's Procuracy of Viet Nam visited the University of the Prosecutor's Office of the Russian Federation. Mr. Le Minh Tri, the Prosecutor General of the Supreme People's Procuracy of Viet Nam witnessed the signing of a Memorandum of Understanding on cooperation between the University for Prosecutor in Ha Noi and the University of the Prosecutor's Office of the Russian Federation.

In the framework of the 26th International Economic Forum held from June 14th-17th, 2023 at the Expoforum Exhibition Center in St. Petersburg (SPIEF) with the theme "Sovereign Development as the Foundation of a Just World: Joining Forces for Future Generations"; On June 16th, 2023, the Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Le Minh Tri attended the plenary session of the Forum with the attendance and speech of President Vladimir Putin. This year's forum attracted nearly 1,700 delegates from 130 countries and territories.

On the same day, the Delegation of the Supreme People's Procuracy of Viet Nam also attended the meeting session hosted by the General Prosecutor's Office of the Russian Federation with the theme: "Protecting enterprises: Continuing to form a favorable business environment". The Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Le Minh Tri was one of the speakers invited to participate in the Presidium at the Forum, including: leaders of the General Prosecutor's Office/ Supreme People's Procuratorate of the following countries: Russia, Azerbaijan, Armenia, Turkey and China. At this meeting, the Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Le Minh Tri gave a speech on "The role of the Procuracy in protecting the rights of enterprises and entrepreneurs". In his speech, Mr. Le Minh Tri suggested that the Prosecutor's Office of each countries strengthen cooperation, coordination and exchange of experiences with each other on issues of concern. The speech of the Prosecutor General of the Supreme People's Procuracy of Viet Nam was positively received by the delegates of the participating countries. The delegates highly appreciated the measures that Viet Nam has taken to promptly remove difficulties and protect the legitimate rights and interests of enterprises; create conditions to encourage enterprises to innovate and overcome difficulties.

In general, the working visit in Russia and attending the 26th Saint Peterspurg International Economic Forum (SPIEF) of the Delegation of the Supreme People's Procuracy of Viet Nam was very successful, ensuring the implementation of the set goals and requirements.
