The 5th Plenary Meeting of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE), hosted by the National Commission of Supervision (NCS) of the People’s Republic of China, took place from September 23rd to 28th, 2024 in Beijing, China. The delegation of the Supreme People's Procuracy of Viet Nam was led by Lieutenant General Ta Quang Khai, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam and Chief Prosecutor of the Central Military Procuracy of Viet Nam.
The Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) was established in 2021, bringing together anti-corruption law enforcement agencies from member states of the United Nations and member states participating in the United Nations Convention against Corruption (UNCAC). The Supreme People's Procuracy of Viet Nam has been an active and responsible member since the GlobE Network was first established. After nearly 4 years of construction and development, the GlobE Network now has 219 members from 121 countries and territories, mainly composed of independent anti-corruption agencies, police forces, Prosecution Authorities, Attorney General's Offices, asset recovery agencies and financial investigation agencies.
The 5th Plenary Meeting of the GlobE Network took place in the context of corruption crimes develop complicated and transnationaly on a global scale, requiring law enforcement agencies of countries to continue their efforts to prevent and combat corruption on the basis of compliance with national law provisions and principles of international law in order to achieve the goal of bringing corruption criminals to justice and thoroughly recovering assets acquired from corruption crimes.
At the high-level forum of the Meeting, Lieutenant General Ta Quang Khai, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam and Chief Prosecutor of the Central Military Procuracy of Viet Nam, presented a speech on the topic of "Vietnam's efforts in the fight against corruption", clearly affirming the viewpoints, policies and political determination of the Party and the State of Viet Nam in the fight against corruption, the achievements of anti-corruption work in Viet Nam in recent years and proposing a number of solutions to improve the effectiveness and efficiency of corruption prevention and combat at the national, regional and international levels. The content of the speech was welcomed and highly appreciated by members of the Steering Committee of the GlobE Network, Heads of delegations of countries and delegates attending the Meeting.

The Plenary Meeting is an important forum for member countries of the Network to discuss and share their views on the fight against corruption and good practices to resolve corruption cases in accordance with domestic law and principles of international law. Through the presentations at the meeting, the heads of delegations of countries and international experts all affirmed their uncompromising determination in the fight against corruption crimes, especially emphasizing the importance and necessity of strengthening cooperation between law enforcement agencies of countries to effectively combat transborder and transnational corruption crimes in the context of globalization, international integration and the rapid development of the 4th industrial revolution as today. The member countries of the GlobE Network also affirmed that the Network's goal and vision is to provide an effective platform to support member countries to connect and cooperate with each other in the process of resolving corruption cases, especially recommending that law enforcement agencies of countries take advantage of informal cooperation channels through the Network to exchange and provide each other with valuable information and documents to resolve cases quickly and promptly through electronic means. On that basis, combine the use of formal cooperation channels (mutual legal assistance in criminal matters, extradition) when necessary. In addition, the countries also expressed their desire to cooperate in training activities and exchange of experts to enhance the capacity of their staff, in order to meet the requirements of anti-corruption work, which is increasingly difficult, complex and challenging as it is today.
In the agenda of the Meeting, Lieutenant General Ta Quang Khai and the Heads of the delegations of other countries voted to elect members of the Steering Committee, the Chairman and the Vice Chairman of the GlobE Network for the 2024-2027 term. At the end of the Meeting, the member countries of the GlobE Network adopted the Beijing Consensus on law enforcement cooperation and denial of safe haven for corruption, demonstrating the vision, goals and directions of cooperation in the fight against corruption of the GlobE Network in the next period.

Within the framework of the Meeting, on the morning of September 25th, 2024, in Beijing, at the Great Hall of the People, Lieutenant General Ta Quang Khai, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam and Chief Prosecutor of the Central Military Procuracy of Viet Nam, and 14 high-ranking Heads of delegations from various countries attended the courtesy visit to H.E. Li Xi, Member of Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee; Secretary of the CPC Central Commission for Discipline Inspection. At the courtesy visit, H.E. Li Xi affirmed that since the 18th National Congress of the Communist Party of China, under the resolute leadership of the Party Central Committee with General Secretary and President Xi Jinping as the core, China has carried out an anti-corruption campaign of unprecedented scale in history, achieved victory in suppressing corruption crimes and comprehensively consolidating China's political system. In the current anti-corruption campaign with many challenges, China attaches special importance to cooperation between countries within the framework of the United Nations Convention against Corruption, as the country that proposed the initiative of "denial of safe haven for corruption", and contributes resources to global governance on anti-corruption. On behalf of the Chinese Party and State leaders, H.E. Li Xi affirmed that China is ready to cooperate with other countries to effectively combat corruption crimes, especially transborder and transnational corruption crimes, and strive to build a fair and just society for a truly clean and honest world.
