Delegation of the Supreme People's Procuracy of Viet Nam attended the 5th Plenary Meeting of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE)

The Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) was established in 2021, bringing together anti-corruption law enforcement agencies from member states of the United Nations and member states participating in the United Nations Convention against Corruption (UNCAC). The Supreme People's Procuracy of Viet Nam has been an active and responsible member since the GlobE Network was first established. After nearly 4 years of construction and development, the GlobE Network now has 219 members from 121 countries and territories, mainly composed of independent anti-corruption agencies, police forces, Prosecution Authorities, Attorney General's Offices, asset recovery agencies and financial investigation agencies.

The 5th Plenary Meeting of the GlobE Network took place in the context of corruption crimes develop complicated and transnationaly on a global scale, requiring law enforcement agencies of countries to continue their efforts to prevent and combat corruption on the basis of compliance with national law provisions and principles of international law in order to achieve the goal of bringing corruption criminals to justice and thoroughly recovering assets acquired from corruption crimes.

At the high-level forum of the Meeting, Lieutenant General Ta Quang Khai, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam and Chief Prosecutor of the Central Military Procuracy of Viet Nam, presented a speech on the topic of "Vietnam's efforts in the fight against corruption", clearly affirming the viewpoints, policies and political determination of the Party and the State of Viet Nam in the fight against corruption, the achievements of anti-corruption work in Viet Nam in recent years and proposing a number of solutions to improve the effectiveness and efficiency of corruption prevention and combat at the national, regional and international levels. The content of the speech was welcomed and highly appreciated by members of the Steering Committee of the GlobE Network, Heads of delegations of countries and delegates attending the Meeting.

The Plenary Meeting is an important forum for member countries of the Network to discuss and share their views on the fight against corruption and good practices to resolve corruption cases in accordance with domestic law and principles of international law. Through the presentations at the meeting, the heads of delegations of countries and international experts all affirmed their uncompromising determination in the fight against corruption crimes, especially emphasizing the importance and necessity of strengthening cooperation between law enforcement agencies of countries to effectively combat transborder and transnational corruption crimes in the context of globalization, international integration and the rapid development of the 4th industrial revolution as today. The member countries of the GlobE Network also affirmed that the Network's goal and vision is to provide an effective platform to support member countries to connect and cooperate with each other in the process of resolving corruption cases, especially recommending that law enforcement agencies of countries take advantage of informal cooperation channels through the Network to exchange and provide each other with valuable information and documents to resolve cases quickly and promptly through electronic means. On that basis, combine the use of formal cooperation channels (mutual legal assistance in criminal matters, extradition) when necessary. In addition, the countries also expressed their desire to cooperate in training activities and exchange of experts to enhance the capacity of their staff, in order to meet the requirements of anti-corruption work, which is increasingly difficult, complex and challenging as it is today.

In the agenda of the Meeting, Lieutenant General Ta Quang Khai and the Heads of the delegations of other countries voted to elect members of the Steering Committee, the Chairman and the Vice Chairman of the GlobE Network for the 2024-2027 term. At the end of the Meeting, the member countries of the GlobE Network adopted the Beijing Consensus on law enforcement cooperation and denial of safe haven for  corruption, demonstrating the vision, goals and directions of cooperation in the fight against corruption of the GlobE Network in the next period.

Within the framework of the Meeting, on the morning of September 25th, 2024, in Beijing, at the Great Hall of the People, Lieutenant General Ta Quang Khai, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam and Chief Prosecutor of the Central Military Procuracy of Viet Nam, and 14 high-ranking Heads of delegations from various countries attended the courtesy visit to H.E. Li Xi, Member of Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee; Secretary of the CPC Central Commission for Discipline Inspection. At the courtesy visit, H.E. Li Xi affirmed that since the 18th National Congress of the Communist Party of China, under the resolute leadership of the Party Central Committee with General Secretary and President Xi Jinping as the core, China has carried out an anti-corruption campaign of unprecedented scale in history, achieved victory in suppressing corruption crimes and comprehensively consolidating China's political system. In the current anti-corruption campaign with many challenges, China attaches special importance to cooperation between countries within the framework of the United Nations Convention against Corruption, as the country that proposed the initiative of "denial of safe haven for corruption", and contributes resources to global governance on anti-corruption. On behalf of the Chinese Party and State leaders, H.E. Li Xi affirmed that China is ready to cooperate with other countries to effectively combat corruption crimes, especially transborder and transnational corruption crimes, and strive to build a fair and just society for a truly clean and honest world.

While attending the 5th Plenary Meeting of the GlobE Network in Beijing, Lieutenant General Ta Quang Khai, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam and Chief Prosecutor of the Central Military Procuracy of Viet Nam, held bilateral talks with Mr. Nasser Abaalkhail, Deputy Minister of the Oversight and Anti-Corruption Authority of Saudi Arabia, new Chairman of the GlobE Network; Mr. Jorge Messias, Attorney General of the Attorney General's Office of Brazil, new Vice Chairman of the GlobE Network; bilateral meeting with the delegation of the Central Bureau of Investigation of India and the European Public Prosecutor's Office.

At the bilateral talk with Mr. Nasser Abaalkhail, Deputy Minister of the Oversight and Anti-Corruption Authority of Saudi Arabia, on behalf of the leaders of the Supreme People's Procuracy of Viet Nam, Lieutenant General Ta Quang Khai congratulated Mr. Nasser Abaalkhail on the occasion of being elected to hold the position of the new Chairman of the GlobE Network for the 2024-2027 term; expressing his hope that in his role as Chairman of the GlobE Network, Mr. Nasser Abaalkhail will make positive contributions to the development of the Network and effectively promote the role of a bridge between member countries, including Viet Nam, in order to promptly collect documents and evidence to resolve corruption cases and recover assets acquired through corruption, while continue promoting the development of bilateral cooperation between the Oversight and Anti-Corruption Authority of Saudi Arabia and the Supreme People's Procuracy of Viet Nam in preventing and combating crime.

At the bilateral talk with Mr. Jorge Messias, Attorney General of the Attorney General's Office of Brazil, on behalf of the leaders of the Supreme People's Procuracy of Viet Nam, Lieutenant General Ta Quang Khai congratulated Mr. Jorge Messias on the occasion of being elected to hold the position of new Vice President of the GlobE Network for the 2024-2027 term; expressing his hope that in the role of  Vice President of the GlobE Network, Mr. Jorge Messias will make positive contributions to the development of the Network, connecting member countries including Viet Nam to effectively fight against corruption crimes and recover assets from corruption, while promoting the development of bilateral cooperation between the Attorney General's Office of Brazil and the Supreme People's Procuracy of Viet Nam in crime prevention and research, development and enforcement of laws on protecting public interests.

At bilateral working sessions with the delegation of the Central Bureau of Investigation of India and the European Public Prosecutor's Office, Lieutenant General Ta Quang Khai affirmed the viewpoint of the Supreme People's Procuracy of Viet Nam on strengthening international cooperation in the fight against corruption and recovering assets from corruption crimes, requesting the law enforcement agencies of each counties to actively cooperate and support each other in providing valuable information and documents in the process of resolving cases through the cooperation channel of the GlobE Network and sharing practical experiences in investigating and prosecuting corruption crimes, cooperating in training prosecutors to enhance the capacity of the law enforcement officers.

The participation of the 5th Plenary Meeting of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE) of the delegation of the Supreme People's Procuracy of Viet Nam, led by Lieutenant General Ta Quang Khai, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam and Chief Prosecutor of the Central Military Procuracy of Viet Nam, was a great success in all aspects, creating an important mark on the spirit of proactive, active and responsible participation of the Supreme People's Procuracy of Viet Nam at the largest global multilateral cooperation forum between law enforcement agencies against corruption; affirming the determination and goodwill of the Supreme People's Procuracy of Viet Nam in enhancing effective and substantive cooperation with law enforcement agencies of countries around the world in the fight against transborder and transnational corruption crimes and recovering assets from corruption crimes; opening up bilateral cooperation between the Supreme People's Procuracy of Viet Nam and the Oversight and Anti-Corruption Authority of Saudi Arabia, the Attorney General's Office of Brazil, the Central Bureau of Investigation of India and the European Public Prosecutor's Office. The success of the multilateral and bilateral activities on the occasion of the delegation of the Supreme People's Procuracy of Viet Nam participated in this Plenary Meeting has actively contributed to enhancing the position and prestige of the Supreme People's Procuracy of Viet Nam at global multilateral forums such as the GlobE Network./.
