Implementing the Decision No. 140/QD-VKSTC dated April 13rd, 2023 of the Prosecutor General of the Supreme People's Procuracy of Viet Nam, the Delegation of the Supreme People's Procuracy, led by Mr. Nguyen Duy Giang, Deputy Prosecutor General, attended the Plenary Meeting of the Southeast Asia Justice Network (SEAJust), which was held in Seoul, Korea for 3 days, from April 26th to 28th, 2023. Also attending the Delegation were leaders and staffs of the Department of International Cooperation and Mutual Legal Assistance in Criminals Matters (the 13th Department) of the Supreme People's Procuracy of Viet Nam.
Attending the Plenary Meeting were delegates from 15 countries that are members of SEAJust Network and a number of other related countries and organizations.
At the Plenary Meeting, Mr. Nguyen Duy Giang, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam participated in exchanging and sharing information at the Plenary session. Thereby, he shared some good examples that Viet Nam has has cooperated well with foreign authorities, as well as a number of challenges hindering the cooperation process when Vietnamese proceedings-conducting agencies handle cases with foreign elements in general and cases related to corruption in particular. The head of the delegation also pointed out a number of solutions that Viet Nam has implemented in the past time to strengthen international cooperation in combating transnational organized crime.
After the Plenary session, the Delegation of the Supreme People's Procuracy of Viet Nam simultaneously participated in seminars on different topics, including: (1) Workshop on "Tackling corruption and economic crimes: Tracing the money and acquiring financial evidence”; (2) Workshop on “Criminal use of digital assets and international cooperation” and (3) Workshop on “Emerging trends in stolen asset recovery and international cooperation”.
At the Workshop on "Emerging Trends in Asset Recovery and International Cooperation", Ms. Ngo Thi Quynh Anh, Deputy Director of the 13th Department of the Supreme People's Procuracy, was one of four speakers who gave a presentation on mutual assistance in criminal matters and asset recovery activities in Viet Nam.
Taking place in parallel with the above workshops is a side event on the content of "International cooperation on arresting and extraditing fugitives".
In addition to activities for all participants, at this Plenary Meeting, the contact points of the countries that are members of SEAJust Network had separate meetings to exchange and discuss issues related to the organization and operation of the Network.
During this business trip, the Delegation of the Supreme People's Procuracy also had cooperation activities on the sidelines of the Plenary Meeting. The delegation of the Supreme People's Procuracy of Viet Nam had a bilateral meeting with Mr. José de la Mata Amaya, the National Member for Spain at the European Union Agency for Criminal Justice Cooperation (Eurojust). At the meeting, Mr. José de la Mata Amaya asked Viet Nam to consider the possibility of joining as a member of Eurojust. To date, this organization has 37 participating countries, including 27 countries in the European Union and 10 countries outside the European Union. The mission of this organization is to coordinate cooperation between the judicial authorities of the member countries and between this organization and other organizations or networks.
During the process of participating in the Plenary Meeting, the Vietnamese delegation achieved many positive results. First, Viet Nam had the opportunity to affirm its commitment to strengthen international cooperation to combat transnational organized crime. Second, this is an opportunity to strengthen contact, cohesion and better understanding of the laws of the countries participating in the Plenary Meeting. Third, through the working sessions and seminars, Viet Nam also has access to many good ideas to improve the effectiveness of its own legal assistance activities. Fourth, as a member of the Southeast Asia Justice Network (SEAJust), participation in this Plenary Meeting demonstrates Viet Nam’s activeness and initiative in continuing to build and improve the organization and operation of SEAJust Network.
