Talks between the Prosecutor General of the Supreme People’s Procuracy of Viet Nam and the Prosecutor General of the Republic of Azerbaijan

On the morning of June 8th, 2026, at the headquarters of the Prosecutor General's Office of Azerbaijan in the capital city of Baku, Mr. Nguyen Huy Tien and Mr. Kamran Aliyev held official talks in an open, trusting, substantive, and effective atmosphere.

During the talks, the Prosecutors General of the two countries reviewed the positive cooperation results achieved in the bilateral relations between Viet Nam and Azerbaijan in general, and between the two Prosecution organs in particular over the recent period. Both sides affirmed that the Viet Nam - Azerbaijan relationship is continuously being consolidated and developed, especially after the two nations established a Strategic Partnership framework. This serves as an important political foundation for the judicial and legal authorities of both countries, including the Prosecution sector, to strengthen cooperation, exchange experiences, and support one another in executing respective functions and duties.                                                                             

In that spirit, the two sides discussed future cooperation orientations aimed at enhancing the efficiency of collaboration between the two countries' prosecutorial bodies. Accordingly, the two sides agreed to continue increasing delegation exchanges at all levels; promote cooperation in the field of military prosecution; boost the exchange of working delegations to share professional expertise; support each other at multilateral cooperation forums; and actively accelerate negotiations toward the signing of a Treaty on Mutual Legal Assistance in Criminal Matters between Viet Nam and Azerbaijan.                                                                              

Speaking at the talks, Mr. Kamran Aliyev expressed his great pleasure in welcoming the Prosecutor General of Viet Nam and the high-level delegation of SPP of Viet Nam to Azerbaijan. The Prosecutor General of Azerbaijan emphasized that his visit to Hanoi in March 2025 and subsequent interactions between the leaders of the two agencies have opened up a new chapter of cooperation, creating an important foundation to drive the relationship between the two Prosecution sectors into greater depth and substance.                                                                            

Mr. Nguyen Huy Tien sincerely thanked Mr. Kamran Aliyev, the leadership, and staff of the Prosecutor General's Office of Azerbaijan for the solemn, thoughtful, and cordial reception given to the Vietnamese delegation. Sharing the outstanding achievements of the Vietnamese Procuracy sector after one year of implementing its newly restructured organizational apparatus, he noted that the sector is focusing on key tasks to elevate the quality of exercising public prosecution rights and supervising judicial activities, meeting the demands of judicial reform in the new era.                                                                             

Highly appreciating Azerbaijan's achievements and experience in building and perfecting legal institutions and combating crime—particularly corruption, misconduct in office, and high-tech crimes—Mr. Nguyen Huy Tien expressed his desire for both sides to continue enhancing the exchange of practical experiences and expanding professional cooperation fields to boost operational efficiency for both parties.                                                                            

At the conclusion of the talks, Mr. Nguyen Huy Tien and Mr. Kamran Aliyev signed the Cooperation Program for the 2026 - 2027 period between the SPP of Viet Nam and the Prosecutor General's Office of Azerbaijan. This is the first two-year cooperation program developed and implemented on the basis of the Memorandum of Understanding signed between the two sides in Hanoi back in March 2025. The program defines specific cooperative activities for each year.                                                                                    

The signing of the Cooperation Program for the 2026 - 2027 period is of particular significance, marking a new step forward in the cooperative relations between the Prosecution sectors of the two countries. The program not only establishes a favorable framework for enhancing experience sharing, building human resource capacity, and professional coordination, but also contributes to institutionalizing the cooperative content within the framework of the Viet Nam - Azerbaijan Strategic Partnership.                                                                             

Following the talks, Mr. Nguyen Huy Tien and the working delegation toured the History Museum of the Prosecutor General's Office of Azerbaijan, where the Prosecutor General signed the traditional guestbook of the Prosecutor General's Office of Azerbaijan.  

The outcomes of the visit and the talks re-affirm the strong determination of the SPP of Viet Nam and the Prosecutor General's Office of Azerbaijan to build an increasingly comprehensive, substantive, and effective cooperative relationship between the two supreme prosecution authorities. 

Prior to the talks, the high-level delegation of the SPP of Viet Nam laid a wreath at the Alley of Honor, the final resting place of Azerbaijan's national leader Heydar Aliyev, and at the Martyrs' Lane, which honors the outstanding sons and daughters of Azerbaijan who heroically sacrificed their lives for the independence, sovereignty, and territorial integrity of their country.
