At the Dialogue, Mr. Nguyen Huy Tien, Prosecutor General of the Supreme People's Procuracy of Viet Nam, expressed his pleasure to welcome Mr. GUTSAN Aleksandr, Prosecutor General of the Russian Federation, and the Prosecutor General's Office of the Russian Federation Delegation to visit and work with the Supreme People's Procuracy of Viet Nam on the occasion of their attendance to the Opening Ceremony for the signing of the United Nations Convention on Countering Cybercrime. This is an international event of great significance, demonstrating the spirit of cooperation and common commitment of the international community in preventing and combating transnational crime, especially cybercrime.

The Prosecutor General of Viet Nam emphasized that the cooperative relationship between the Prosecutor sectors of the two countries is becoming increasingly diverse, effective, and in-depth. From 2007 until now, based on the Cooperation Agreement (signed in 2007, renewed in 2023) and 04 Cooperation Programs for each phase (2014 - 2015, 2018 - 2019, 2020 - 2022, and 2023 - 2025), the Supreme Procuracy and Prosecutor General’s Office of the two countries have closely coordinated and organize numerous activities such as delegation exchanges at all levels, seminars, round table discussions, lectures by Russian experts in Viet Nam, and professional training for Vietnamese Prosecutors...
Recently, the Supreme People's Procuracy of Viet Nam have sent a delegation of 10 officials to study and receive training at the University of the Prosecutor's Office of the Russian Federation, based in Moscow, for 10 days. The successful coordinated implementation of cooperative activities has contributed to consolidating and promoting the friendly cooperative relationship between the Prosecution sectors of the two countries.
In its role as the central authority for Mutual legal assistance (MLA) in criminal matters, the Supreme People's Procuracy of Viet Nam highly appreciates the active support of the Prosecutor General's Office of the Russian Federation in fulfilling Vietnamese's requests for MLA sent to the Russian Federation in the spirit of the Treaty on Mutual legal assistance signed by the two countries in 1998.

Regarding the cooperation orientation for the coming time, Mr. Nguyen Huy Tien proposed that the Prosecutor General's Office of the Russian Federation continue to share experience in combating high-tech crime, especially the experience in collecting and preserving electronic evidence; crimes related to crypto currency; the role and experience of the Russian Prosecutors in protecting public interests, in protecting the interests of vulnerable groups, and out-of-court dispute resolution (ADR/ODR).
Overview of the Dialogue
Regarding the direction of cooperation, the Prosecutor General of the Supreme People's Procuracy of Viet Nam proposed that the two agencies continue to effectively implement the Cooperation Agreement signed by both sides in 2023, focusing on cooperation in training and fostering prosecutors, exchanging experts for specialized seminars and lectures in both countries. Research on the establishment of a direct cooperative relationship between the Central Military Procuracy of Viet Nam and the Military Prosecutors’ Office of Russian Federation, in accordance with the regulations of each country.
Continue to effectively coordinate the implementation of the requests on mutual legal assistance in criminal matter based on the Treaty on Mutual Legal Assistance in Civil and Criminal Matters between Viet Nam and the Russian Federation signed in 1998; consider expanding cooperation between People Procuracy and Prosecutors’ Offices of provinces and cities with similar conditions in Viet Nam and the Russian Federation; effectively coordinate the implementation of the Hanoi Convention on Countering Cybercrime and cooperate in preventing and combating transnational crime. Thereby, promoting the traditional friendly cooperative relationship between Viet Nam and the Russian Federation in general, and the cooperation between the Prosecution sectors of the two countries in particular, to be constantly consolidated and increasingly developed.
Speaking at the Dialogue, Mr. GUTSAN Aleksandr, Prosecutor General of the Russian Federation, thanked the Leaders of the Supreme People's Procuracy of Viet Nam for the solemn reception given to the Delegation. Mr. GUTSAN Aleksandr also hoped that in the coming time, the cooperative relationship between the Prosecution sectors of the two countries would continue to be strengthened and comprehensively developed in all fields. On this occasion, Mr. GUTSAN Aleksandr also respectfully extended an invitation to the Leaders of the Supreme People's Procuracy of Viet Nam to visit the Russian Federation in the near future.
In the same afternoon, Mr. Nguyen Quang Dung, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam, together with leaders and officials of Department 13, bid farewell to the high-level Delegation of the Prosecutor General's Office of the Russian Federation, concluding a successful and memorable working trip to Viet Nam.
