At 10:00 am local time on September 15th, 2025, in Sanur, Bali, Republic of Indonesia, Mr. Nguyen Huy Tien, Prosecutor General of the Supreme People's Procuracy of the Socialist Republic of Viet Nam, along with nine other Heads of Prosecution, Procuration, and Attorneys Services of the ASEAN member states—signed the Sanur Bali Declaration to establish the "ASEAN Prosecutors General/Attorneys General Meeting" (abbreviated as APAGM). This is the first official cooperation mechanism for the Prosecution agencies of the Southeast Asian region, and it is a specialized sectoral Ministerial Body listed in Annex I of the ASEAN Charter.

The Signing Ceremony for the Sanur Bali Declaration to establish the APAGM Cooperation Mechanism was hosted by the Attorney General's Office of the Republic of Indonesia. The ceremony was also attended by His Excellency Nararya S. Soeprapto, Deputy Secretary-General of ASEAN, and experts from the ASEAN Secretariat.
To officially establish the APAGM Cooperation Mechanism, the Supreme People's Procuracy of Viet Nam, together with other Prosecution and Procuracy agencies of ASEAN countries, has conducted three rounds of in-person consultations and one round of online consultation since August 2023. These consultations were conducted in a spirit of positive cooperation and goodwill to achieve consensus among ASEAN member states on the entire content of the Establishing Declaration and the Terms of Reference for the organization and operation of APAGM, in line with the ASEAN Charter.

Prior to this, the Supreme People's Procuracy had reported to and received in-principle approval from the State President, while also consulting relevant agencies such as the Ministry of Foreign Affairs, the Ministry of Public Security, and the Ministry of Justice.
The establishment of the APAGM Cooperation Mechanism will facilitate the Supreme People's Procuracy of Viet Nam, along with the Prosecution, Procuration, and Attorneys Services of ASEAN countries, to enhance effective cooperation in combating transnational crime, contributing to building a peaceful and stable environment for each nation, for the region, and the world. This event is even more significant as it takes place in 2025—the year marking the 30th anniversary of Viet Nam's official membership in ASEAN (July 28, 1995 – July 28, 2025).
