On the afternoon of September 22, 2025, in the Hong Kong Special Administrative Region (SAR) of the People's Republic of China, on the occasion of attending the 15th Conference of Prosecutors General of ASEAN -China, hosted by the Department of Justice of the Hong Kong SAR, Mr. Tran Hai Quan, Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam, held a bilateral meeting with Mr. Ying Yong, Procurator-General of the Supreme People's Procuratorate of China. Also present at the meeting were Mr. Lam Ding-kuok, Secretary for Justice of the Hong Kong SAR, Mr. Chan Tsz-king, Prosecutor General of the Procuracy of the Macao SAR, and the delegations from the Supreme People's Procuracy of Viet Nam and the Supreme People's Procuratorate of China attending the 15th Conference of Prosecutors General of ASEAN – China.

At the Bilateral meeting, Mr. Tran Hai Quan, Deputy Prosecutor General of the Supreme People Procuracy of Viet Nam affirmed that: Viet Nam and China are neighboring socialist countries with a long-standing traditional friendly cooperative relations. In recent years, the traditional friendship and comprehensive strategic partnership between the two countries have been continuously consolidated and developed. The highest-level leaders of the two countries regularly hold meetings, contacts, and exchanges. Based on this excellent foundation, the cooperation between the People's Procuracy of Viet Nam and the People Procuratorate of China has made remarkably strong, increasingly profound, and practical progress. The two sides regularly organize delegations exchange at all levels, from central to local, to share experiences in procuracy work; and have jointly established, maintained, and contributed to the development of many important cooperation mechanisms, such as the mechanism of the Conference of People's Procuracies of the Vietnamese and Chinese Provinces Sharing Border; the Conference of Prosecutors General of ASEAN – China; and the annual and regional conferences of the International Association of Prosecutors (IAP), among others.

2025 is a particularly significant year, marking the 75th anniversary of the establishment of diplomatic relations between Viet Nam and China and is the Vietnam – China People-to-People Exchange Year. In this context, the Procuracy sectors of the two countries have coordinated to implement many effective, meaningful, and practical cooperative activities, such as: organizing the first Vietnam – China Procuracy Sector Friendship Sports Festival, exchanging delegations with the purpose of study and research on “Public Interest Litigation”, strengthening cooperation in the field of prosecutor training, and fulfilling requests for mutual legal assistance in criminal matters to resolve relevant cases between the two sides.
Deputy Prosecutor General Tran Hai Quan also informed Procurator-General Ying Yong and his colleagues from the Supreme People's Procuratorate of China about the results of the administrative apparatus reform process under Resolution 18 and the reorganization of the Vietnamese Supreme People's Procuracy under the amended Law on Organization of the People's Procuracy 2025.
Deputy Prosecutor General Tran Hai Quan expressed his delight that the Supreme People's Procuracy of Viet Nam and the Hong Kong Department of Justice have finalized the negotiation of the draft of the Treaty on Mutual Legal Assistance in Criminal Matters between the Socialist Republic of Viet Nam and the Hong Kong Special Administrative Region of the People's Republic of China. He also informed that the Supreme People's Procuracy of Viet Nam had completed the procedures in accordance with the provisions of Vietnamese law and expressed his hope that the two sides would sign the Treaty as soon as possible. This, he noted, would create a firm legal basis and enhance the effectiveness of cooperation in combating transnational crime between the two sides.
Deputy Prosecutor General Tran Hai Quan also affirmed his commitment to boost direct cooperation between the Supreme People's Procuracy of Viet Nam and the Procuracy of the Macao Special Administrative Region in the near future.
Concluding the bilateral talks, Deputy Prosecutor General Tran Hai Quan handed over documents containing the results of the mutual legal assistance request to Mr. Ying Yong, Procurator-General of the Supreme People's Procuratorate of China, in order to assist the Chinese procedural agencies in resolving the relevant case.
