The Supreme People's Procuracy of Viet Nam and the General Prosecutor's Office of Russian Federation held a meeting and signed a cooperation program for the period of 2023 - 2025

The Supreme People's Procuracy of Viet Nam attended the courtesy visit with Mr. Nguyen Quang Dung, Deputy Prosecutor General of the Supreme People's Procuracy; Mr. Tang Ngoc Tuan, Director of Personnel Department (V15); Ms. Hoang Thi Quynh Chi, Director of the Department of Legal Affairs (V14); Ms. Vu Thi Hai Yen, Director of the Department of International Cooperation and Mutual Legal Assistance in Criminal Matters (V13); Mr. Nguyen Duc Bang, Director of the Department of Administration and General Affair (VP) and Mr. Nguyen Van Thang, Editor-in-Chief of Newspaper of Law Protection (T5).

The high-ranking delegation of the Russian Federation General Prosecutor's Office attended the courtesy visit with Mr. Bezdetko Gennady Stepanovich, Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Viet Nam; Mr. Gorodov Petr Petrovich, Deputy General Prosecutor of the Russian Federation and Leaders of the folowing Departments, General Departments of the General Prosecutor's Office of the Russian Federation: General Department of Analytical Organization, General Department of Law Enforcement, Department of Reception, Department of Mass Communication and Department of Protection and Security. This is the first time the head of the Prosecutor General's Office of the Russian Federation has visited and worked in Viet Nam, demonstrating a special milestone in the friendship and cooperation between the Supreme People's Procuracy of Viet Nam and the General Prosecutor's Office of the Russian Federation.

After the courtesy visit, Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Viet Nam and Mr. Krasnov Igor Viktorovich, Prosecutor General of the Russian Federation held a meeting and a signing ceremony for the cooperation program for the period of 2023 - 2025 between the Procuracy and Prosecutor’s Office of the two countries.

At the meeting, Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Viet Nam, affirmed that this meeting between the Supreme People's Procuracy of Viet Nam and the Prosecutor General’s Office of the Russian Federation is of great significance. This is an opportunity for the two sides to re-evaluate the results of cooperation in the past years. On that basis, to propose an appropriate cooperation orientations in the coming time, Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Viet Nam emphasized that 2022 is the 15th year anniversary of the two countries' Procuracy and Prosecutor’s Office implementing the Cooperation Agreement signed in October 2007; Most recently, the two sides had signed 03 two year cooperation programs in the periods of 2014 - 2015, 2018 - 2019 and 2020 - 2022.

In order to implement the signed cooperation agreements and cooperation programs, in the past years, the Supreme People's Procuracy of Viet Nam has welcomed 02 high-level delegations and 03 department-level delegations of the General Prosecutor's Office of the Russian Federation to work in Viet Nam.  On the contrary, the Supreme People's Procuracy of Viet Nam also sent 04 high-level delegations and 04 department-level delegations to study and research in Russia. Regarding cooperation in the fight against crime through the implementation of requests for mutual legal assistance in criminal matters, the Supreme People's Procuracy of Viet Nam highly appreciates the support of the General Prosecutor's Office of the Russian Federation in implementing Viet Nam's requests for mutual legal assistance sent to the Russian Federation in the spirit of the Mutual Legal Assistance Agreement that the two countries had signed in 1998. Over the past five years, the two sides have been very actively supported each other to fulfill requests for mutual legal assistance in criminal matters.

Based on the content of the 3-year cooperation program for the period of 2023 - 2025 discussed, carefully considered and highly agreed upon by the two sides, The Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Le Minh Tri believes that the implementation of this cooperation program will make a practical contribution to promoting the cooperation relationship between the two countries' Procuracy and Prosecutor’s Office in particular, and contribute to strengthening solidarity and friendship between Viet Nam – Russia, promoting the comprehensive strategic partnership of the two countries to develop more and more deeply.

Agreeing with the evaluation contents and directions of cooperation between the two countries' procuracies mentioned by Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Viet Nam, the Prosecutor General of the Russian Federation, Mr. Krasnov Igor Viktorovich believes that the good relationship and close coordination between the two countries' Procuracy and Prosecutor’s Office will contribute to strengthening the comprehensive strategic partnership between the two countries Viet Nam - Russia in the near future.

After the meeting, Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Viet Nam and Mr. Krasnov Igor Viktorovich, Prosecutor General of the Russian Federation signed a cooperation program for the period of 2023 - 2025 between the two countries' Procuracy and Prosecutor’s Office.

Accordingly, the content of cooperation in 2023 between the Procuracy and Prosecutor’s Office of the two countries is to jointly organize a symposium on "Applying modern information technology in the work of the prosecutor; prevent and control  crime using information and communication technology, as well as preventing and combating the dissemination in cyberspace of prohibited information, including extremist and terrorist information"; organized a seminar with the theme "The role of prosecutors of Viet Nam and Russian Federation in the field of environmental protection, including protection against water pollution".

In 2024 and 2025, the two sides decided to cooperate on exchanging experiences in the fight against human trafficking and illegal migration; international cooperation in recovering assets from abroad, including corrupt assets and share experience in crime prevention and combat in the fields of taxation, finance, banking and illegal trading of digital currencies. This is a very relevant, timely and necessary topic of exchange and sharing of experiences. In the present and near future, new crimes with the help of modern technology and techniques are occurring and developing more and more complicated and unpredictable. This is not only a concern of the Procuracy and Prosecutor’s Office of the two countries, but also a common concern of law enforcement agencies around the world.

After the signing ceremony, Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Viet Nam and Mr. Krasnov Igor Viktorovich, Prosecutor General of the Russian Federation agreed to assign the focust units of the two sides to propose specific implementation measures for each activity in accordance with the actual situation, ensuring practicality and highest efficiency.
