On November 6th and 7th, 2019, the 12th ASEAN-China Prosecutors-General Conference was held in Siem Reap, Cambodia with the topic: “The Role of Prosecutors in Regionally Combating Human Trafficking”. The Supreme People's Procuracy of Viet Nam delegation, led by Mr. Le Minh Tri, Prosecutor General attended the Conference.
Attending the Conference were Prosecutor General, Attorney General of ASEAN countries and China (included the delegations of Hong Kong and Macau, Special Administrative Regions of China).

On the side of the Kingdom of Cambodia, the host country, Prime Minister - Mr Samdech Hun Sen attended and had a welcome speech at the conference. Speaking at the opening session of the conference, Prime Minister Hun Sen highly appreciated the mechanism of the ASEAN - China Prosecutors-General Conference formed from 2004 to present and affirmed the mechanism of the ASEAN - China Prosecutors-General Conference will play an important role in regional cooperation, building an effective platform for information sharing and exchange of experience in combating cross-border crimes, especially crimes such as human trafficking, ensuring peace, security, and stability in the region, bringing a better life to the people of ASEAN countries and China.

The Opening speech of the plenary session was the speech of Mr. Le Minh Tri, the Prosecutor General of the Supreme People's Procuracy of Viet Nam. In his speech, the Head of the Supreme People’s Procuracy of Vietnamese delegation emphasized that the theme of this conference is very practical for ASEAN countries and China in the current extensive Integration context. The task of preventing and combating human trafficking crimes requires close cooperation between countries in the region and around the world. The Supreme People's Procuracy of Viet Nam pledged to enhance cooperation with the Prosecutor, Attorney and Procuracy's Institute of other ASEAN countries and China in the fight against transnational crimes in general and human trafficking in particular, thereby making an important contribution to curbing crime, maintaining a stable environment for socio-economic development, and building a better life for people in the region. Also at the plenary session of the conference, Mr. Le Minh Tri, the Prosecutor General, on behalf of the Supreme People's Procuracy of Viet Nam, announced that the Supreme People's Procuracy of Viet Nam will host the 13th ASEAN - China Prosecutors General Conference in Viet Nam in May 2020, on the occasion of Vietnam being the Chairman of ASEAN under the rotating Chairman mechanism.

At the end of the conference, the Prosecutor General of the participating countries issued a Joint Statement, which affirmed the achievements, significance, and importance of the ASEAN - China cooperation mechanism in general and the ASEAN - China Prosecutors General Conference in particular; affirming the need of international cooperation in combating transnational crime in general and human trafficking in particular; At the same time, there are some recommendations to improve the effectiveness of cooperation in the fight against human trafficking in the future.

Earlier, on the afternoon of November 5, 2019, in Siem Reap city, Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Viet Nam had a bilateral meeting with Ms. Chea Leang, the Prosecutor General of the Supreme Court of the United Kingdom Cambodia and Mr. Zhang Jun, Prosecutor General of the Supreme People’s Procuratorate of People Republic of China.

At the meeting with the Prosecutor General of the Supreme Court of Cambodia, the Prosecutor General Le Minh Tri congratulated and highly appreciated the organization of the 12th ASEAN - China Prosecutors General Conference; highly appreciated the cooperation between the Supreme People's Procuracy of Vietnam and The Office of the Co-Prosecutors of Cambodia based on the cooperation agreement signed between the two agencies in 2010. To cooperate more effectively between the two sides, Mr. Le Minh Tri, suggested to promote and create favorable conditions for the local procuracies of the provinces that share common border between two countries to establish and strengthen friendly cooperative relations in the fight against criminals.
In the field of mutual legal assistance in criminal matters, the Prosecutor General of the Supreme Court of Cambodia is proposed to requested the Ministry of Justice of the Kingdom of Cambodia promote the completion of procedures for approving the Mutual Legal Assistance Agreement in Criminal Matters signed in 2016 between the two countries to take effect soon to contribute to perfecting the legal framework to help competent agencies of the two countries cooperate in preventing and fighting against transnational organized crime effectively.
The Prosecutor General of Cambodia thanked Mr. Le Minh Tri, Prosecutor General of Viet Nam for leading the Vietnamese delegation to the conference and giving an important speech at the conference; highly appreciated that Viet Nam will preside over the hosting of the 13th Conference in Hanoi; pledged to promote more effective cooperation between the Office of the Co-Prosecutors of Cambodia and the Supreme People's Procuracy of Viet Nam in the future.

At the meeting with Mr. Zhang Jun, Prosecutor General of the Supreme People’s Procuratorate of China, the two sides expressed their joy when witnessing the friendly and cooperative relationship between Viet Nam and China procuracies in recent times, especially with the establishment of “the People’s Procuracies of Viet Nam - China border provinces” Conference in 2017. The results of the Conference have promoted more effective and directly cooperation between the People's Procuracies of two countries’ border provinces; overcoming many difficulties and obstacles in practice, especially in the field of mutual legal assistance in criminal matters, contributing to enhance mutual understanding and improve the effectiveness of cooperation to prevent and fight against crime in the border areas between the two countries. According to the plan, on 27 -29 November 2019, the Supreme People's Procuracy of the two countries will jointly organize the 2nd “People’s Procuracies of Viet Nam - China border provinces” Conference in Ha Long city, Quang Ninh province.
On this occasion, Prosecutor General Le Minh Tri invited Mr. Zhang Jun to lead the delegation of the Supreme People's Procuratorate of China to visit Viet Nam and attend The 13th ASEAN countries and China Prosecutors General Conference in 2020. Mr. Zhang Jun, Prosecutor General of the Supreme People’s Procuratorate of China highly appreciated the effective cooperation of the Supreme People's Procuracy of Viet Nam recently; introduction of some important judicial reforms of the Chinese People's Procuratorate; suggest that the two sides continue to strengthen cooperation in training and retraining cadres; At the same time, expand cooperation in a number of new fields, including cooperation in the protection of the State's assets, food safety, pharmaceuticals and environmental protection.
