Opening the 7th Conference between the People's Procuracy of the provinces sharing the Vietnam - Laos border

On August 23rd, 2022, in Hanoi, the Supreme People's Procuracy of Viet Nam coordinated with the Supreme People's Prosecutor of Laos to organize the 7th Conference between the People's Procuracy of the provinces sharing the Viet Nam-Laos border. Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Vietnam and Mr. Xaysana Khotphouthone, Prosecutor General of the Supreme People's Prosecutor of Laos co-chaired the Conference.

Guest delegates included Mr. Chanthaphone Khammanichanh, Deputy Ambassador Extraordinary and Plenipotentiary of Laos in Viet Nam; Mr. Pham Thanh Ha, Vice Chairman of the Office of the President; Mr. Pham Quoc Hung, Deputy Chief Justice of the Supreme People's Court and representatives of a number of central ministries, departments and branches.

Attending the Conference were also Directors of Departments under the Supreme People's Procuracy; Chief Prosecutor of high-level People's Procuracy; Chief Prosecutor of the Hanoi city People's Procuracy; Chief Prosecutor of the People's Procuracy of Quang Ninh province; representatives of leaders of military procuracies of Military Region II, Military Region IV, Military Region V, Border Guards and representatives of leaders of 10 provincial People's Procuracy sharing a border with Laos, including: Dien Bien, Son La, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam and Kon Tum.

Members of the Office of the Supreme People's Prosecutor of Laos PDR attending the Conference included Mr. Khamphet Somvorlachith, Deputy Prosecutor General of the Supreme People's Prosecutor of Laos; Major General Sivay Mayphone, Deputy Prosecutor General of the Supreme People's Prosecutor of Laos, Chief Prosecutor of the Central Military Procuracy of Laos. Attending the Conference were representatives of leaders of a number of department under the Supreme People's Prosecutor of Laos; representatives of leaders of the People's Prosecutor at the regional level: North, Central, and South; representatives of leaders of military Prosecutor of regions: Central and South; representatives of Leaders of People's Prosecutor of Vientiane city, People's Prosecutor of Champasak province and representatives of leaders of 10 provincial People's Prosecutor sharing a border with Viet Nam include: Houaphanh, Luang Prabang, Xiengkhuang, Bolikhamxay, Khammouane, Savannakhet, Sekong, Attapeu, Phongsaly and Saravane.

Speaking at the opening of the conference, Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Viet Nam emphasized that this is a very important event to celebrate the Viet Nam – Laos, Laos - Viet Nam Friendship and Solidarity Year 2022, the 60th anniversary of their diplomatic relations, the 45th year since the signing of the Viet Nam - Laos Treaty for Amity and Cooperation and implement the Conclusion of the 6th Conference between the People's Procuracy of the provinces sharing a border between Viet Nam and Laos held in Champasak province, Laos in 2019. The conference thereby will not only cement the relationship of professional cooperation, enhance mutual understanding between the brothers of the two countries' Procuracy but also contribute to deepening the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.

2022 is also the 25th anniversary of the implementation of the first Memorandum of Understanding signed in 1997 by the People's Procuracy of the two countries. On the basis of cooperation documents signed between the Supreme People's Procuracy of the two countries; along with the establishment and development of the People's Procuracy Conference mechanism of the provinces sharing the Vietnam-Laos border, the friendly cooperation and crime prevention coordination between the two people's procuracies, especially the direct cooperation between the People's Procuracy of the provinces sharing the border has come into order, the cooperation method is increasingly practical and effective, creating a solid premise for economic development and building a peaceful border area between the two countries; contribute to consolidating the great friendship, special solidarity and comprehensive cooperation between our two countries.

Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Le Minh Tri said that in the past 3 years, due to the impact of the CoviD-19 pandemic, all areas of social life have stalled, economic development has faced many difficulties, along with the explosive development of the industrial revolution 4.0 has led to an increase in crime and law violations, especially crimes related to high technology and cybercrime. The border area between the two countries Viet Nam - Laos with a length of more than 2,000 km is a dangerous and complex area, people living in the border area are mainly ethnic minorities, many people’s life still face many difficulties, so the situation of crime and law violation on the border still contains many complicated factors. Cross-border crimes such as drug crimes, human trafficking, smuggling of food and goods, destruction of environmental resources, etc. are becoming more and more serious and dangerous. Therefore, good coordination in crime prevention and border security maintenance is an important task for the procuracies and law enforcement agencies of the two countries.

In that context, the Supreme People's Procuracy of the two countries agreed to organize the 7th Conference between the People's Procuracy of the provinces sharing the Viet Nam-Laos border with the theme: "Collaboration to improve the effectiveness of the fight against transnational crime in the border area of ​​Viet Nam and Laos". At the Conference, the two sides will summarize and evaluate the achievements, point out the difficulties, challenges, causes and lessons learned in the implementation of requests for mutual legal assistance in criminal matters between the two sides; evaluate the effectiveness of direct cooperation between the procuracies of localities sharing the two countries' border in mutual legal assistance in criminal matters according to the guidance of the Supreme People's Procuracy of the two countries; and determine the direction of cooperation between the Procuracy of the two countries in the coming time.

Mr. Le Minh Tri believes that, with the tradition of special friendship and the close coordination between the Procuracies of the two countries in the preparation of the Conference and the active attention and support of relevant agencies, the 7th Conference between the People's Procuracy of the provinces sharing the Viet Nam - Laos border will be a great success and achieve the set objectives.

On behalf of the Office of the Supreme People's Prosecutor of Laos, Mr. Xaysana Khotphoutthone affirmed that this Conference is of great significance, on the occasion of the two countries organizing practical activities to celebrate the 60th anniversary of their diplomatic relations, the 45th year since the signing of the Viet Nam - Laos Treaty for Amity and Cooperation. This is also an opportunity to review the tradition of great friendship cooperation, special and comprehensive solidarity of the Party, State and people of the two countries in general and the People's Procuracy of the two countries in particular. At the same time, the Conference will report and summarize and re-evaluate the organization and implementation of the Memorandum of Understanding of the Sixth Conference between the People's Procuracy of the provinces sharing the Laos – Viet Nam border held in Champasak province, Laos in 2019 and outline the direction of effective cooperation in the near future.

Mr. Xaysana Khotphouthone asserted that Laos and Viet Nam are two countries with convenient trade; people of the two countries can travel through international and other border gates; especially in the provinces that share a border, people are busy trading in goods, entering and exiting the country… Many groups of bad people have violated the law, causing bad impacts on society, threatening social security, life safety and people's property. Therefore, the People's Procuracy of Laos and Viet Nam urgently need to cooperate to promptly and effectively deal with the incidents that have occurred.

To meet the above requirements, the Supreme People's Procuracy of the two countries agreed to organize the 7th Conference betreen the People's Procuracy of the provinces sharing the Laos-Viet Nam border in Vietnam to re-evaluate the results of the implementation of the MOU of the 6th Conference, find out the shortcomings and effective solutions for the coming time to jointly solve the transnational crime problem that happened in the past as well as, to realize the importance of preventing and combating transnational crimes in border areas; such as: drug crimes, human trafficking, illegal import and export of goods and other crimes.

Mr. Xayasana Khotphouthone also added that the Lao Government has always attached great importance to solving transnational crimes through effective cooperation in justice, and identify tackling drug crime as a matter on the national agenda; assigned the investigative security agency of the Ministry of Public Security, the People's Prosecutor's Office, the People's Court and other relevant agencies to organize the implementation and closely coordinate to resolve the above issues quickly, promptly, timely, thoroughly and decisively. At the same time, he suggested that the participants of the Conference exchange and discuss ideas in a frank and practical manner, in order to contribute to reducing transnational crime, helping the border between the two countries become truly peaceful, friendly and constantly developing.

In recognition of the contributions of the collectives and individuals of the People's Procuracy of the two countries to the development of the cooperative relationship of friendship, special solidarity and comprehensive cooperation between the two Parties and States of Viet Nam - Laos in general, the two Procuracy branches in particular, the leaders of the Party and State of Viet Nam and Laos have decided to award noble Orders to collectives and individuals leaders of the Supreme People's Procuracy of the two countries. At the same time, awarding the Certificates of Merit from the Prosecutors General of the two countries to a number of collectives and individuals.

The noble awards by the Party and State of Viet Nam and Laos to the collectives and leaders of the Supreme People's Procuracy of the two countries shows the recognition and respect of the Party and State of the two countries for the great contributions of the Supreme People's Procuracy of the two countries as well as individuals in preserving and developing the friendly cooperative relationship, special solidarity and comprehensive cooperation between the two countries in general and two branches of the Procuracy of Vietnam - Laos in particular in recent times.

At the Conference, authorized by the President of the Socialist Republic of Viet Nam, Mr. Le Minh Tri, Prosecutor General of the Supreme People's Procuracy of Viet Nam awarded the First Class Independence Medal to the collective of the Supreme People's Prosecutor of Laos; awarded the Second-class Independence Medal to Mr. Xaysana Khotphouthone, Prosecutor General of the Supreme People's Prosecutor of Laos and Major General Sivay Mayphone, Deputy Prosecutor General of the Supreme People's Procuracy of Laos, Chief  Prosecutor of the Central Military Prosecutor of Laos and awarded the Third Class Independence Medal to Mr. Khamphet Somvorlachith, Deputy Prosecutor General of the Supreme People's Prosecutor of Laos for his outstanding achievements in consolidating and strengthening the special solidarity relationship between Vietnam and Laos. the Leaders of the Supreme People's Procuracy of Viet Nam also awarded the Certificate of Merit of the Prosecutor General of the Supreme People's Procuracy of Viet Nam to 13 collectives and 11 individuals of the Lao People's Procuracy for their contributions in consolidating and strengthening the traditional friendship and comprehensive cooperation of the Viet Nam – Laos’ Procuracy.
