The delegation of the Supreme People's Procuracy of Viet Nam successfully ended the working visit in the Republic of Cuba

Within the framework of the visit to Cuba, the delegation attended the 15th International Conference on Criminal Science and the 3rd Conference on the rule of law, the law and society held in Havana, Cuba. This is an important annual meeting of the Procuracy and Prosecutor’s Offices of countries in Latin America, hosted by the Attorney General’s Office of Cuba. The conference is an important legal forum for representatives of countries to participate in discussing core issues of law, especially criminal science in the context of the world facing Covid-19 pandemic, which had a strong impact on many areas of life such as health, economic, social and legal in many countries. This year's conference was attended by 14 delegations from the Procuracy and Prosecutor’s Offices of countries in Latin America and a number of other guest delegations from the Attorney General’s Office of Cuba including: Viet Nam, Russian Federation, Belarus, Mongolia and Mozambique.

At the Conference, Mr. Nguyen Huy Tien, Permanent Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam had a speech with the topic of "State, society and law in the fight against corruption, economic and position-related crimes in Viet Nam". In his speech, Mr. Nguyen Huy Tien, Permanent Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam emphasized that corruption is a negative social phenomenon that exists in many countries around the world; at the same time, he affirmed that the Communist Party and State of Viet Nam define the prevention and fight against corruption as an important, regular, urgent, difficult, complex and long-term task. It also plays an important role in the renovation, construction and development of the country.

The point of view of the Communist Party and State of Vietnam is: The fight against corruption must be resolute, persistent, non-stop; proactive prevention and fight against corruption and negative phenomena, in which prevention is fundamental, long-term, and the fight agaisnt corruption is important and urgent. The fight against corruption “has no forbidden zones, no exceptions, whoever that person is”

In the face of corruption, economic and position-related crimes becoming more common and complex with sophisticated forms and tactics, Permanent Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Nguyen Huy Tien proposed strengthening the building of a mechanism to control power and discipline, perfecting the legal system to solve the inadequacies and shortcomings in the current legal regulations and ensure compatibility with the development of the economy. Permanent Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam, Mr. Nguyen Huy Tien also emphasized that it is necessary to review and issue regulations on publicity and transparency of assets and income; limit the use of cash in economic transactions and strengthen the enforcement capacity of specialized anti-corruption agencies; proposed to prevent the dispersion of corrupt assets, the transfer of assets and money caused by crime, as well as strengthen international cooperation in the fight against transnational crime. Mr. Nguyen Huy Tien, Permanent Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam also pointed out that international solidarity and international cooperation is an important foundation for mutual development, is a global legal and political message and will be an action guide for law enforcement on the road ahead, as well as to jointly build a just and civilized world. The speech of the Vietnamese delegation was highly appreciated and well received by the delegates of the participating countries.

Within the framework of the visit and working session, the delegation of the Supreme People's Procuracy of Viet Nam also held talks with Ms. Yamila Peña Ojeda, Attorney General of the Attorney General’s Office of the Republic of Cuba. During the meeting, Mr. Nguyen Huy Tien, Permanent Deputy Prosecutor General of the Supreme People's Procuracy of Viet Nam sincerely thanked the Attorney General’s Office of Cuba for inviting the Vietnamese delegation to attend and speak at the Conference; congratulation to the Attorney General’s Office of Cuba for successfully organizing this meaningful multilateral international event; at the same time, evaluate the cooperation results between the Supreme Procuracy and the Attorney General’s Office of the two countries on the basis of the signed cooperation program for the period of 2022 - 2023.

On the Cuba side, Ms. Yamila Peña Ojeda, Attorney General of the Attorney General’s Office of the Republic of Cuba highly appreciated the content of the speech of the Vietnamese delegation at the Conference; congratulate the achievements that Viet Nam has achieved in the fight against crime in general and corruption, economic and position-related crimes in particular; propose a number of areas of cooperation in the coming time, especially cooperation in skills training for prosecutors in the fight against transnational crimes, especially emerging crimes in the context of Covid-19 pandemic situation.

On the sidelines of the Conference, the Delegation of the Supreme People's Procuracy of Viet Nam also had a bilateral meeting with the delegation of the Prosecutor General's Office of Mongolia and the Prosecutor General's Office of the Russian Federation. At the meeting with the Prosecutor General's Office of the Russian Federation delegation led by Mr. Vinnichenko N.A., Deputy Prosecutor General, the two sides exchanged contents of bilateral cooperation within the framework of the cooperation program signed between the two countries, especially proposals for cooperation in the field of short-term and long-term training, exchange of experts, sharing of expertise, and cultural and sports exchanges.

While working in the Republic of Cuba, the delegation visited and worked with the Vietnamese Embassy in the Republic of Cuba; offering flowers to President Ho Chi Minh Monument at Ho Chi Minh Park in Havana, Cuba.

In general, the visit, working and attending the Conference of the Delegation of the Supreme People's Procuracy of Viet Nam ended successfully, met the requirements and achieving the set objectives. The visit made a positive contribution to the effective promotion of bilateral cooperation between the Supreme People's Procuracy of Viet Nam and the Attorney General’s Office of Cuba, which has become increasingly practical; at the same time, promoting international cooperation relations between the Supreme Procuracy of Viet Nam and the Prosecutor General and the Attorney General's Office  of countries in Latin America and all around the world.
