From August 06th to August 09th, 2025, a high-level delegation of Vietnamese government led by President Lương Cường and his spouse made a state visit to the Republic of Angola. H.E. Nguyễn Huy Tiến, Prosecutor General of the Supreme People's Procuracy of Viet Nam, also joined the delegation.
Within the framework of the visit, H.E. Nguyễn Huy Tiến, Prosecutor General of the Supreme People's Procuracy of Viet Nam, participated in official activities as part of the President's work program; represented the Socialist Republic of Viet Nam to sign the Treaty on Mutual Legal Assistance in Criminal Matters between Viet Nam and Angola; and signed the Memorandum of Cooperation between the Supreme People's Procuracy of Viet Nam and the Attorney General's Office of Angola.
Accordingly, at 12:30 PM (local time) on August 07th, 2025, at the Presidential Palace, witnessed by President Lương Cường and President João Manuel Goncalves Lourenco, Mr. Nguyễn Huy Tiến, Prosecutor General of the Supreme People's Procuracy of Viet Nam, and Mr. Marcy Cláudio Lopes, Minister of Justice and Human Rights of Angola, on behalf of the two states, signed the Treaty on Mutual Legal Assistance in Criminal Matters between the Socialist Republic of Viet Nam and the Republic of Angola.
Following this, Mr. Nguyễn Huy Tiến, Prosecutor General of the Supreme People's Procuracy of Viet Nam, and Mr. Hélder Fernando Pitta Gróz, Attorney General of the Attorney General's Office of Angola, signed the Memorandum of Cooperation between the Supreme People's Procuracy of Viet Nam and the Attorney General's Office of Angola.

The Treaty, which consists of a Preamble and 23 articles, details the jurisdiction, order, and procedures for implementing mutual legal assistance in criminal matters between the competent authorities of the two countries. Once ratified by the competent authorities, the Treaty will serve as a direct legal framework for drafting, sending, and executing requests for mutual legal assistance in criminal matters between the competent authorities of Viet Nam and Angola. This will contribute to the effective and lawful resolution of criminal cases with foreign elements involving the two countries. The Treaty will also be a legal tool to better protect the legal rights and legitimate interests of the citizens of each country.

Later, at 4pm of the same day, at the headquarters of the Attorney General's Office of Angola, Mr. Nguyễn Huy Tiến and Mr. Hélder Fernando Pitta Gróz held a very successful discussion. During the meeting, both sides shared information on the functions and duties of their respective procuracy sectors, as well as recent work results and the latest judicial reforms. Both sides agreed that signing the Memorandum of Cooperation during the state visit of Vietnamese President Lương Cường to the Republic of Angola opens a new chapter of cooperation between the two agencies. They agreed to make every effort to promote the effective and substantive implementation of the signed Memorandum. This will be done through the exchange of delegations at all levels and the exchange of experts, both in-person and online, to share each country's best practices. The collaboration will focus on combating transnational crime, particularly corruption, asset recovery from criminal proceeds, and high-tech crime. It will also include sharing experiences in protecting public and state interests, safeguarding the natural environment, and defending the rights of vulnerable groups.

Next, at 10 am of August 08th, 2025, at the headquarters of the Ministry of Justice and Human Rights of Angola, Mr. Nguyễn Huy Tiến, Prosecutor General of the Supreme People's Procuracy of Viet Nam, and Mr. Marcy Cláudio Lopes, Minister of Justice and Human Rights of Angola, held a bilateral meeting. During the meeting, both sides affirmed the significance and importance of signing the Treaty on Mutual Legal Assistance in Criminal Matters between Viet Nam and Angola. The signed Agreement will be a crucial milestone, creating a comprehensive legal framework for the competent authorities of Viet Nam and Angola to assist each other in combating transnational crime. Both sides committed that their central authorities will closely coordinate to implement mutual legal assistance in criminal matters, thereby enhancing the effectiveness of resolving criminal cases with foreign elements in both countries.

The signing of the Treaty on Mutual Legal Assistance in Criminal Matters between Viet Nam and Angola and the Memorandum of Cooperation between the Supreme People's Procuracy of Viet Nam and the Attorney General's Office of Angola during the state visit of the President of the Socialist Republic of Viet Nam to Angola is an event of special significance. It contributes to strengthening effective and substantive cooperation in the legal and judicial fields, as well as in the fight against crime between Vietnam and Angola in general, and between the Supreme People's Procuracy of Viet Nam and Angola's judicial agencies in particular. This also contributes to the overall success of the President's state visit to the Republic of Angola on the occasion of the 50th anniversary of diplomatic relations between the two countries (November 12, 1975 - November 12, 2025).
